OOM annotations on Postgres metrics

The Metrics page and Insights graphs now highlight when your Postgres database ran out of memory (OOM) and had to restart.

OOM events are serious, they cause your database to restart, drop all active connections, and roll back any in-progress transactions. If you see an OOM annotation on your graphs, you should investigate immediately. Common causes include too many connections, memory-intensive queries, or a cluster that needs to be resized.

These annotations make it easier to correlate OOM events with specific query patterns or traffic spikes, helping you identify the root cause.
